Communiqué from Hizb ut-Tahrir

It seems that America is heading towards yet another success in driving the rest of the world towards achieving her aims and interests from her invasion of the region. It has become conspicuously clear from the events, developments and debates taking place between the major powers at the Security Council and outside it that the issue of Iraq is heading towards being settled in the manner that the American administration wants. America is still forging ahead towards achieving her main aim; namely her war on Islam and her endeavour to remove its growing influence over the Muslims and to lure the world into proceeding with her in order to achieve this aim under various pretences and according to a host of international conventions, which America has excelled in concocting and anchoring.

To achieve her main project, America opted for “Baghdad First”. Iraq was chosen to be a model and a reflection of a “modern future for the Middle East”, as stated by the American Secretary Of State Collin Powell who said:  “We remain deeply committed to meeting each of these challenges, meeting them with energy and determination. At the same time, it has become increasingly clear that we must broaden our approach to the region if we are to achieve success.” He added: “And I think that as the Iraq situation resolves itself one way or the other, that will be dealt with and hopefully we will see progress in the Middle East peace plan.” Hence, America is eager to maintain the interactions of the “Palestinian issue” alive among the events in the Middle East in a general manner by making references to it through the statements made by American officials from time to time and by stating that it is behind the events in one way or another.

It is indicated clearly that the issue of Iraq is heading towards being settled according to the American wishes because the American administration has endeavoured from the first moment it raised the issue of invading Iraq to consolidate the role of the Security Council  and the United Nations Organisation with the aim of using them as a cover to conceal its real aims, and as powerful tools to exploit in facilitating the progress of its actions and designs. No sooner the French stance vis-à-vis the Iraqi issue gained prominence than the American administration worked towards diluting it and curbing its growing impact and its attempt at leading a front opposing the American plans. America resorted to highlighting the German role by inspiring Schroeder to oppose the war on Iraq, thus prompting France to back his initiative on Iraq, while the initiative itself fell exactly within the American interests and aims in the region.

Therefore, America is expected to continue her military build-up in the region, maintaining the international umbrella and picking the appropriate manner and time to settle the Iraqi issue by toppling Saddam Hussein and placing Iraq under her custodianship. As for the Arab summit held yesterday, its resolutions carry no weight whatsoever with regard to the ongoing events; it has rather deepened the Ummah’s conviction that these traitors are impotent and unable to justify their depravity and defeatism, especially after they had yet again displayed to the Ummah  the triviality of their actions and the uselessness of their bellowing, by linking and placing the issues of their Ummah under the will of her enemy and by referring to its arbitration on the basis of the so-called international law, as if their Ummah  had no Shari’ah and no ideology to refer to.

Dear noble Ummah

America realises that her settlement in the Middle East is dependent on controlling the children of the Ummah in that region and curbing what incites them to pounce upon her. Therefore, the real target of the American onslaught is the Islamic concepts that continue to grow and influence the children of the Ummah  in the region. Targeting Iraq and subjugating its people is but a prelude to the American drive towards tightening her grip on the region and occasioning the changes to the structures of its societies, in addition to the changes in the political frameworks. The United States has recently published the Powell initiative entitled “The U.S. Middle East Partnership Initiative”  aimed at “achieving development, democracy, and modernisation”. The  initiative contained the general outlines and mechanisms related to curbing the influence of the Islamic concepts and to spreading the concepts of Western civilisation through education, training, the legislative councils and women’s issues.  Powell was reported to have said that American will be asking, with total frankness, those governments to undertake the process of removing the conventions and practices that contradict this democratic trend and the required political reforms.

In the light of her endeavour to lead the world  in the 21st century, America has become increasingly wary of the threat that is developing in the womb of Islamic lands, reflected in the revival of the Islamic concepts about life, the state and society and the prominent aspiration to generate these concepts in the realm of life. This will qualify the Islamic Ummah  to be the expected rival of Western civilisation led by America. Hence, America is stepping up its endeavour to abort the “Islamic phenomenon” whose influence and ability to motivate the children of the Ummah has become conspicuously clear. She is even drafting the “appropriate policies” to deal with this phenomenon according to the former French foreign minister Vidrine, who agreed with Brzezinski in his vision, outlining that a “confrontation between Islam and the West has been ongoing for centuries and we seldom managed to overcome it.”

Dear Muslims..

It is fallacious and extremely deceptive to portray the current crisis as being a mere stand-off with Iraq or because of Iraq, and that all those forces and the arrangements have been generated to settle the issue of Iraq, topple the regime of Saddam and control Iraqi oil. The issue is Islam and the target is Islam. The radical changes are aimed at effacing its concepts, which continue to spread and become more concentrated and which are fit to be implemented in the state and society.

Therefore, the arrival of the American forces this time is not designed to consolidate America’s control over the oil wells, for this has already occurred, but to drain the springheads of Islam. This necessitates a permanent presence and new bases in the heart of the region. It was mentioned that Rumsfeld had said: “The American troops and tanks that leave Germany to the Gulf may not return.” He also mentioned that several bases and installations in Europe had been permanently dismantled and when some Gulf officials were asked when the American troops were expected to leave after completing the invasion of Iraq, they declined to answer. Therefore, America’s main concern is to control and tighten her grip on the region from all the military, political, economic, security and cultural angles with the aim of achieving the objectives she designed.

Dear noble Ummah

The armies in Islam are built to perform the task of Jihad in order to dismantle the physical obstacles that prevent the conveying of Islam. They are also built to protect the authority by protecting the state internally and externally. The armies are the protective shield of the Ummah against whoever attacks the lands of the Muslims. The fact that the armies represent the material force of the Ummah  and her protective shield makes it incumbent to shed light on the undertaking of their duty to repel the American onslaught on Muslims’ lands and her targeting of their Islam. It would a serious error of judgement, to the extent of a crime, to confine the burden of repelling the armies of America to one single army or to arouse the ardour of some individuals from among the Ummah  while the Ummah  forsakes her duty of pushing her armies and exhorting them to perform their task.

Dear commanders and soldiers in all the armies of the Muslims..

The vivacious peoples and nations refuse to place their fate in the hands of their enemies, or to allow their issues to be handled by traitors who act as spies and lowly slaves to the Kuffar. The gravity of the situation requires from you an immediate intervention, without waiting for any orders from those renegade rulers. You are capable of paralysing the movement of the armies of America and her allies. You are capable of bombing the  bases and the warships, closing the straits,  destroying the airfields and intercepting the warplanes that enter the airspace of your lands. It is shameful to learn that Austria has prevented the American forces to pass through her lands or use her airspace,  while the rulers demand from you to open up the military bases and the airfields  and to allow the American and British forces to set up camp in order to destroy the Muslims lands, killing their youths, orphaning their children and widowing their wives. Not only this, but they also order you to retreat towards the cities in order to protect them against any attack  on them by whoever may be overcome by the ardour for his Deen from among your brethren.

Dear commanders and soldiers in all the armies of the Muslims.. Dear descendents of Khaled And Salahuddine..
This is your chance to gain the honour of defending the Ummah  and her Deen and to rub America’s nose in the mud; for America’s pharaoh has deified itself on earth, thus you will repel her back to her continent with her tail between her legs. You do realise that in your absence those who will fight from among the Iraqi army will not be able to repel the Americans and their allies. Besides, America could take on each army separately and annihilate it if her interests necessitate it. Is it not humiliating that the American warplanes depart from Turkish lands, the land of the last Khilafah, while the Turkish army perform no other action but offer help and assistance, while in fact the Turkish army could prevent the Americans from flying their aircrafts and even destroy their forces and equipments in a  few hours?!

Is it not shameful for the Syrian and Iranian armies to remain neutral and bystanders  while homes are being destroyed over the heads of the Muslims in Iraq?! Could the armies of Egypt, Syria and Jordan not ignite the battlefront with the Jews, thus dissipating the American campaign and reversing the scales of power and the equations?! Is the Egyptian army not capable of destroying even a single military vessel  that would hamper the passage of American forces through the Suez canal, instead of protecting the passage of those military vessels, while every soldier and every officer is fully aware  that they are on their way to kill and banish their brethren and plunder the riches of their lands?!

Is it not disgraceful for Kuwait to turn into a safe haven for the armies of Kufr and a centre for their military training while they are about to shed the blood of their brothers and destroy their faculties, and while the Kuwaiti soldiers could only leave their bases to turn into a police force over the Muslims in Kuwait, whereas in fact they could destroy the concentrations of those criminal Kuffar; not only this, Kuwait has turned into the headquarters of the belligerent American ground forces?! Is it not reprehensible in this life and in the Hereafter for the land of the peninsula and Hijaz to turn into the command centre of the American air forces, while every soldier in Hijaz realises that loyalty must be solely to Allah, not to the princes of tyranny, the surrogates of the Americans, and that Allah orders them to fight His enemies?!

All of our armed forces are capable of acting and all their divisions are capable of hurting the enemy. Allah will be with you and He will grant you glory in this life and will place you in the highest standing in the Hereafter. The reaction of one single battalion and its confrontation with America and her allies could act as a spark and a prelude to the reaction of other battalions, thus gaining the honour of being the first and the reward of those who follow in their footsteps till the Day of Judgement.

The Kuffar have come with their weapons and equipment and they are now within range of your guns, missiles and cannons; so seize the opportunity to please your Creator and restore the pride and might of your Ummah who has renounced the lowly tools of Kufr from among the rulers and the puppets who allowed and issued the orders for the defilement of your pure lands by the Kuffar. You will be victorious and you will be the torches that illuminate the path towards the glory of the Ummah after a long humiliation. You will be the ones who defeat Kisra so that no other Kisra could ever exist after that with the leave of  Allah, thus the Deen of Allah will reign supreme.

As for the radical solution to all our issues and to all trials and tribulations we are enduring, it lies in the return to implementing the Shari’ah of Allah, the return of the Khilafah and the toppling of those rulers who were groomed by the Kuffar and who divided the unity of the Ummah  and dissipated her glory.
