First: The International situation

The United States of America is forging ahead towards strengthening her grip on the international issues in terms of overseeing these issues and conducting the various crisis. She endeavours to rapidly establish a host of fresh relations and conventions, through which she will be able to maintain her unilateral dominance of the international situation, and to prevent any other state or any other force from competing with her or rivalling her or even from aiming at budging her from the apex of the international situation. She has succeeded in proceeding with the Kosovan issue in Central Europe towards achieving her objective, namely completing the subjugation of the European states and determining  Nato’s direction, especially after granting Russia a political victory, in the wake of the agreement signed between the U.S. defence secretary and his Russian counterpart on 19 June 1999, with regard to Russia’s participation in the Nato forces “KFOR”. America wanted to maintain a certain balance in the Central European region and to put an end to any kind of aspirations, especially from Britain and France. Hence, she would secure her constant hegemony over the European resources and states, and she would tighten her grip on European affairs. This is what the Europeans have realised, but they cannot rid themselves of it.
 
America resorted to using Russia as a participant in the Kosovan issue and she nominally projected her before the European states as a partner, by confining the final settlement of the issue to Clinton and Yeltsin. Hence, she went to extremes in her use of Russia and in portraying her with this image. This served a prelude towards using her in the future as a partner and an affiliated party in certain  issues whenever she wished and whenever necessary. At the same time, America kept on backing Russia in international relations in order to lend some seriousness to her their bilateral relations. This was made clear through a statement made by Sandy Burger, the U.S. National Security Adviser, during the periphery of the meeting between Clinton and Yeltsin in Cologne, at the G8 summit, on 20 June 1999. He said: “It was a very good meeting, very constructive, very positive”  He added:  “They agreed essentially that our two countries have gone through a difficult period through the Kosovo war, Kosovo conflict. It put substantial strains on our relationship, but it was now time to turn to the future, to put that behind us.”

America will continue to treat the European states as part of the World, and to tempt them with economic investment and the redevelopment of Central Europe, i.e. the whole of the Balkans and the Eastern European states. America is backing these states’ endeavour to join Nato and the European Union, for this will increase Europe’s engrossment in her affairs and her continent, especially now that the economic incentives, related to redevelopment, investment, modernising the infrastructure of Central Europe, are potentially huge. This viewpoint was confirmed by Madeleine Albright, the U.S. Secretary of State during her speech in New York, when she addressed the U.S. Foreign Affairs Council on 28 June 1999. She said: “Our intention is to work urgently and effectively with leaders in Southeast Europe as they strive to attract capital, raise living standards, reconcile ethnic and religious tensions, and promote the rule of law.  In this way, we hope over time to enable countries throughout the region to participate fully in the major economic and political institutions of the Trans-Atlantic community. This would greatly serve America's interest in expanding the area within Europe where wars simply do not happen. And it would mark another giant step towards the creation of a continent whole and free.” She added: “If we are as resolute in building peace as we were persistent in conflict, the crisis in Kosovo may come to be viewed as a turning point in European history.”

By winding up the Kosovan issue once the desired results were achieved, the United States has opened a new page in the history of the most dangerous region in the world for international peace and security, namely the issue of Europe. The European states had plunged the world into two world wars which the history of humanity never witnessed anything like it.  Furthermore, European history is fraught with wars, invasion, religious conflicts and colonialism. America has therefore destroyed the reality of the European International Community, in order to instil a host of new international relations to help her deal with the whole world and its various issues. This new vision of the world will allow America to generate a reality for the slogans that she is raising. It will also allow her to progress in the reality of these slogans and to prompt other states to follow suit, such as the right to self-determination, the resettlement of refugees, the protection of minorities, the rejection of terrorism, fighting dictatorship and promoting what is called democracy. While endeavouring to achieve this, America is also very keen to maintain her relationship with Europe under the banner of co-operation and participation, in a manner that prevents whatever may lead to raising tensions or invoking the spirit of resentment against her policies. This is reflected in what she is bestowing in terms of economic incentives and promoting in terms of investment in various regions. It is also reflected in the styles that she adopts, such as satisfying the pride of some countries. She for instance kept silent over Britain’s leadership of “KFOR” and at the same time, she assigned the administrative rule of Kosovo to the French minister Bernard Koshner. She also maintained an international equilibrium by organising the deployment of the Russian forces in the province, and it seems that this is what the French newspaper Le Monde had meant when it said: “The war was American, but the peace is going to be a European affair in many of its aspects.”

The European Union member states will set out to support the American positions in international issues and to support her viewpoint and her directions. This has already become evident with regard to the Middle Eastern issue as well as the tension between China and Taiwan, for the European Union’s statement was identical to Clinton’s statement, in which he said that he backed a “united China with Beijing as her capital.”

As for the United States’ relationship with Russia, America will endeavour to promote the role of Russia in certain international issues, such as the Middle East issue, which has started by exchanged visits between Russia and Syria, in addition to Russia’s relationship with Iran. On the European front, the Russian presence has become a welcome presence and on equal footing with Britain, France and others.

The new international relations in world politics and in the international situation have become more conspicuous than before. The United States is heading towards distributing the issues and handing out a host of regional roles to a group of countries who are either affiliated to her, such as Turkey, Iran and Egypt, or those countries who hold the banner of partnership and harmony with her policies, such as Russia and China. It is noted that China will play a positive role in the Pacific Ocean and South-East Asia, to the extent that will serve America’s aspirations in her quest to lure China into the New World Order, The Free Trade and democracy, so that she could penetrate the gigantic Chinese markets  successfully and without any tensions, but rather with the full consent and eagerness of China herself. Taiwan would not have made her recent statements had the United States not wanted her to do so. Then came Clinton’s statement stressing that he supported “One China and one people”. The president of Taiwan confirmed Washington’s wishes and reassured Beijing at the same time by stating that he also supported “One China and one people. But Beijing must take a step towards democracy and free participation.” It is worth mentioning that the Beijing government is wary of a hurried liberalisation, for China still recalls what happened to Soviet Russia.

No sooner did the end of the Kosovan issue became imminent that the United States set about conferring upon the United Nations Secretary General a wide and effective scope to practise his role towards other issues. He stated at the time that “The United Nations must play its role towards the various other issues without yielding to international pressures.” He then effectively embarked upon reviewing the issues of Iraq, Libya, and Sudan among others. He also resumed the dispatching of his envoys to the areas of high tension, such as Afghanistan and the Western Sahara. This trend is evidently being welcomed and supported by the European Union, as well as Russia and China. It consequently reinforces a new American convention on the international scene and paves the way for a successful move towards the next steps, the most important of which will be the future of the Security Council, its membership, the right to veto and the permanent member states.

As for the other economic issues linked to the American relationship with the European states in particular, these are deemed less important than the political issues related to world security and peace. America will rely on the style of competition to the point where she will place others before the “fait accompli”, rather than relying on the style of destruction. The crux of the matter is reflected in the fact that now that she has enticed the European Union member states with the projects of reconstruction and investment in Central Europe and the Black Sea basin, America has effectively reduced Europe’s dependence on the Middle-Eastern region in terms of drawing benefits and warding off liabilities, with the aim of weakening the means that used to enable Europe to have an effective influence in world politics and the international situation. This policy was initiated by America in the wake of the second Gulf War and she resumed it in Kosovo, especially after the increase in oil prices, which are not likely to drop in the foreseeable future. Besides, the United States of America is intensifying her activities in the Caspian Sea basin, which will naturally extend towards the Central European region.

America is also undertaking a host of economic and political arrangements in South East Asia and the Pacific, in the wake of the financial crisis that she had caused in those stock markets, in order to prepare the economic grounds for the American investments and to review the relationships of the World Bank and the IMF with the countries of the region.  This will allow her to secure the establishment of economic activities and financial investment in that region, which is considered as one of the largest world markets. America is also endeavouring to reshape the manner in which navigation and the distribution of commodities are conducted, by generating a host of political arrangements, which will enable her to control the structure of those countries thanks to the influence she enjoys within the economic and political circles and thanks to the agents and surrogates that she had groomed in Indonesia, Malaysia, Taiwan and Korea. This will provide her with a wider vital space, in terms of political, economic and military activities, for the location and the seaports of these countries would be closest. America will also use this activity to weaken the other countries in the long term and whenever necessary.

Second: The Middle-Eastern issue: the related problems and the threatening ramifications

The success of Ehud Barak in the recent elections in (Israel) and the statements that he made with regard to his vision for the next phase and his relations with various parties fall within the wishes of the United States in settling the issue and its ramifications, namely the issues of the refugees, the final status of Al-Quds and the shape of the Palestinian state and its relationship with Jordan. The statements of Ehud Barak were in line with the other countries of the region and with the policy of the United States. He was quoted as saying during his speech before the Knesset on 6 July 1999, to win the vote of confidence: “The total victory of Zionism would not be complete until a comprehensive and secure peace is achieved with Egypt, Jordan, Syria, Lebanon and the Palestinians, while preserving the vital interests of the state of Israel.” He added: “I say to president Hafiz Assad, that the new government of Israel is determined to achieve peace as soon as possible on the basis of the two United Nations resolutions 242 and 338.”

The pressure that the United States exerted on the outgoing Netanyahu government, the European harmony with this policy and the cries of Arab solidarity led by Syria and Egypt, then the Jordanian submission to the American conditions, followed by the new trends that emerged in the wake of king Hussein’s demise, all this had a major effect in Barak’s success and in the current transformations that are taking place within the (Israeli) society. This will strengthen the hand of Barak in proceeding according to the American plan. It will also alleviate any domestic confrontation against him. Hence, it will be easy for him to propose the issue of withdrawal from the Golan heights. The Yadut Ahranut newspaper reported that “The United States had drafted a host of detailed plans with regard to the security arrangements between Syria and Israel, and she will propose them to Barak. These plans include the deployment of America troops in the Golan.” America’s praise of Syria’s stance just before Barak’s visit was aimed at preparing the atmosphere and exhorting the progress forward according to the formula that America wants. 

Barak stated that the final solution would take up to 15 months, and this is aimed at winning more time and allowing all parties concerned to undertake the appropriate preparatory measures in order to proceed according to the formula of the final solution. In order to clarify the picture further within (Israel), Barak had stated earlier that: “It would be possible to achieve a comprehensive peace if it were based upon four pillars: Egypt, Jordan, Syria and Lebanon together, and obviously the Palestinians.” He added: “I recognise the suffering of the Palestinian people, so let us work together in order to achieve a comprehensive peace that secures the future of both our peoples.”

Barak mentioned during his meeting with Clinton in Washington  a host of red lines, because these are a real problem from a geopolitical aspect, whether in terms of the manner in which the settlements are spread or in terms of the final status of Al-Quds. These red lines however do not affect the serious initiative to progress towards the solution, especially since Barak  put the emphasis during his statement  on the Palestinian people as oppose to the people of (Israel); he also put the emphasis on rejecting any multinational force to be deployed west of the Jordan River, so that the matter remains confined to Jordan, the Palestine Authority and (Israel), just like Washington had wanted in terms of the shape of the forthcoming state and the manner of its protraction.
 
Jordan and The Palestinian Authority will continue to reinforce the role of both Syria and Lebanon and their link to the peace process, while at the same time, they will coordinate with Egypt. The boosting of Syria and Lebanon’s role does not in any way mean that a peace agreement will be signed between them and (Israel) before reaching an agreement with the Palestinians. The rallying of the opposition groups around Arafat and Hamas’s hinting at resuming the military operations is merely designed to bolster Arafat’s negotiating position.

In order to promote progress in the peace process the way she wants it, America has exhorted the European states to offer their help to Jordan and to the Palestinian Authority and to write off Jordan’s debts. On the other hand, the return of Russia to boost her role in the Middle-East issue, as a sponsor of the peace process, indicates the seriousness in proceeding towards establishing the final solution to the crisis, especially now that the last decade had discharged a great deal of defeatism and surrender, which touched all the rulers of the Arab states, who rushed eagerly to please the United States and to embrace this freak entity, which is nowadays feeding these atmospheres that are filled with conspiracies against the Ummah and with abuse of her resources and her future.

The success of the United States in resuming what is referred to as the peace process will enable her to forge ahead with what she is concocting in terms of new policies for the Middle-Eastern region. These policies will cover what she is about to establish in terms of international relations and conventions, and in terms of what will secure her continuous unilateral dominance over the international situation. Hence, she set about calling for a range of democratic reforms, privatisation laws, free trade agreements and the rights of private ownership. These policies have effectively been put in motion by the ruling systems in the region. Furthermore, the United States endeavours to set up a host of regional, strategic and economic blocs, such as Iran and the GCC member states, and on the other side, there is the Turkish, Israeli and Jordanian  strategic alliance which will curtail (Israel) and keep her prisoner within the nature of this alliance and  within the sphere of the American influence.
 
As for the United States’ continued unilateral dominion over the international situation through her handling of the Middle-Eastern issue, this is reflected in the establishment of a host of new entities and the merging of other entities; the first of these entities will be the Palestinian state. It is also reflected in her endeavour to establish military bases, sign a host of military alliances and deploy her forces in various places which the Golan heights and Northern Iraq will not be the only ones.

America will be eager to turn her policies towards the rights of ethnic and religious minorities, as well as the refugees an existing and incorporated reality, especially now that she had made of these policies a fait accompli in Kosovo, i.e. Central Europe. Hence, it is expected that as soon as the talks between Syria and (Israel) resume, steps will be taken to seriously and practically review the  positions of Iraq and the Kurdish issue in the region as a whole, for it is likely that the sanctions against Iraq will gradually be lifted, especially after America had shown some unusual flexibility towards the Chinese, French and Russian initiative and also the joint British and Dutch project. Meanwhile Kofi Annan continued his efforts to solve the Iraqi crisis. Meanwhile, Iraq’s return towards having normalised relations within the region has become imminent, especially in the wake of the statements made by Saddam Hussein, during the celebrations marking the 30th anniversary of the Baath party seizing power in Iraq. He encouraged the Arab states to proceed in the (peace process) after Barak’s arrival to the rule, and he expressed Iraq’s willingness to play a part in the process.

This is the fallout of the Middle-Eastern issue and all the implications surrounding it. The United States’ eagerness to grasp the issue and conduct all its episodes, together with the international and regional pressure that she had applied upon others to proceed in the (peaceful solution) and according to her own final designs for the region as a whole, is due to her genuine desire to tighten her grip and impose her hegemony upon the region. She realises that whoever controls the Middle-East can control the whole world. It is America who established the state of (Israel) and concentrated it as an alien body in the region, and she is now endeavouring to establish the (Palestinian state) in order to make a band from among the people of the region the protectors of her presence and to enable her to maintain her influence, through a bunch of collaborating rulers and political circles who sold themselves to Satan and gambled with the Ummah’s resources and future. The consequences of this current political situation will shift the area towards a new transformed era in its affiliation to the West, and in surrendering the resources to America from an international and a regional aspect. It will also be a new obstacle that will prevent the natural disentanglement from the noose of Kufr and from the hegemony of America’s surrogates who usurped from the Ummah her authority and enslaved people, unless the efforts were exhausted and the sacrifices were multiplied.

By establishing her total control over the Middle-Eastern issue, the United States will have, by the end of this century, effectively eliminated regionally the former European political influence over the region which was reflected in the outcomes of the “Sykes-Picot” treaty, after she had eliminated it internationally since the early seventies. This was  the result of  a host of changes that America occasioned in the structure of the ruling systems and the agents she had recruited as well as the  political circles she had established to support them. It was also the result of  concentrating the Jewish entity amidst us and making her puppets compete to embrace it,  execute her plans and reinforce her hegemony.

The Europeans will acquire what America decides for them and what she will allow them to achieve in terms of investments, economic activities and construction projects, through the relationship of cooperation and under the umbrella of partnership for peace. As for the people of the region and the children of the Ummah, they are the ones who will have to shoulder the burden of determining their future and the future of the next generations, especially those who have pledged themselves as guardians of the Ummah’s Aqeedah. Anyone from amongst us whose veins carry the blood of dignity and who is nourished by his aspiration to see the light of Islam engulfing the entire earth, will have a heavy burden; his days will be long and his nights will be short. Anyone from amongst us who realises that the Islamic Ummah has for 14 centuries sacrificed rivers from the blood of her own children, as martyrs in the way of Allah, in order to spread His Deen, establish ascendancy for His Word, and salvage humanity from injustice, oppression and corruption, he must roll up his sleeves and join the nights with the days in order to uproot the influence of Kufr and its surrogates and circles, and to engage in a political strife in order to eradicate it, invalidate its values and corrupt concepts and rid humanity from its evils and extravagance, so that the values of the supreme Islamic Aqeedah may prevail in order to shade humanity with its justice and guidance and to illuminate the path of guidance and righteousness for all peoples and nations, instead of the darkness of ruin and corruption.

The states of Kufr, headed by America, realise that there is no intellectual vitality and no behavioural effectiveness with sublime values apart from the vitality of Islam and the personality of the Muslim believer. They sense the build-up of Islam, yet with no state for it, and they witness the struggle and the sacrifices of the Muslims, yet with not authority to shade them and no guardian to take them under his wing. Despite all this, their arrogance and their vainglory inspire them to prevent Islam from returning and to keep the Ummah subjugated under their oppression and injustice, no matter how much they pretended, how hard they tried to disguise behind their sheep’s clothing and no matter how many crocodile tears they shed. Allah (swt) described the likes of them by His saying: [8-36] “The unbelievers spend their wealth to hinder people from the path of Allah, and so will they continue to spend but in the end they will have only regrets and sighs. At length they will be overcome; and the unbelievers will be gathered together to Hell.” T.M.Q. 

This is the current position of the international situation and all the relevant fallout. Nevertheless, the states that assume the reins of the international situation do not remain constantly in the same position. Although it is unlikely for any genuine radical changes to occur at the international level and in the foreseeable future, within the human standards and according to the available information, in relation to states, peoples and nations, changes that may influence the nature of the current international situation, it is however only natural for the leading superpower in the world and the others to realise that human societies are in a constant scramble, struggle and competition, regardless of their number.  These struggles flare up at times and cool off at other times, and sometimes, they may subside for a while. However, they do not remain static in the long term. Hence, the leading superpower will continue to design the plans and the styles towards the various issues, according to her priorities, from her own human specific viewpoint and according to the necessities of her interests. On the other face of the coin, the leading superpower will exhaust a great deal of her capabilities and energies on what she designs in terms of styles and preventive countermeasures and on what she establishes in terms of conventions aimed at preserving her hegemony and unilateral leadership, regardless of the other states’ opinions and regardless of whether they agreed or disapproved, and regardless of whether they became convinced by them or simply submitted to them. This will entail major negative outcomes and a host of telling effects especially if they were to pile up as time goes by. These styles, countermeasures and conventions will effect the relations of the leading superpower with other states and other issues, which will put her credibility, leadership and what she stand for on trial and under scrutiny. The omens of such undertakings have began to emerge when the American administration decided to impose custom duties on some European, Japanese and Brazilian commodities, ranging between 40 to 100%; something which contradicts what America is calling for in terms of a market economy and free trade agreements. Also America is facing a host of domestic problems, namely physical (terrorist) actions perpetrated by her own citizens, she is also facing  the rise of a host of American ethnic and religious groups and gatherings attracting Americans of non European origins.

Out of these information and current events, and out of this profound political perception of the leading superpower’s reality, and what may become of this state and these relations in terms of changes that necessitate accurate pursuance and sound linkage, it is possible to determine the situation of the Islamic World, in order to eradicate America in her quality as a head of Kufr and a state of corruption. At the same time, the hope rests on those who work towards resuming the Islamic way of life to press their ranks closely together, rally their forces, gather the faculties of the Ummah and activate her dormant powers of goodness, under the international conditions that drive nations and various human societies to search for higher values and aspirations than the existing ones, amidst the fierce domestic struggles and the cauterisation by the corrupt values of the Western system and its economic, cultural and social policies, as well as its colonial legacies. Now that the means of diffusion, pursuance and knowledge have become diverse and sophisticated, it is no longer easy to conceal the facts from peoples and nations, and it is no longer easy to get away with the acts of deception and distortion in the long term. Hence, the policies of economic privatisation, the market economy, the so called democracy and  the fight against dictatorship will have direct adverse effects upon the relationship of the ruling factions and the political circles, with the peoples and the rest of the various sections of society. This will lead to instabilities in the viewpoint about the nature of the current relationships in society and will expose the reality of the authority that supervises such relationships. This in turn will pave the way, in an effective manner, to rob them of their sleep and to shake the earth beneath them. It will also develop peoples’ and nations’ desire to seek the right to determine the reality of their respective authorities. Hence, the antecedence in deciding  which direction the settlement of this aspect should take will undoubtedly be in favour of those who seriously work in the field of resuming the Islamic way of life and within a sound programme. This necessitates from the Da'awah carriers to have a tremendous determination and a formidable mettle,  to work assiduously towards pressing close together the ranks of their Ummah and to be her weapon in her war against the Kuffar, so that they succeed together in implementing Islam, uproot the influence of Kufr, restore the light of Islam and its political entity, remove the leading superpower from her position and rearrange the international relations according to what Islam stipulates in terms of justice and mercy.

Allah (swt) says: [9-33] “It is He Who has sent His Messenger with guidance and the Deen of Truth to proclaim it over all religions even though the unbelievers may detest it.” T.M.Q.
