Open Letter To The Arab Rulers Meeting in Beirut

Peace Be Upon Those Who Follow The Guidance

In the past few weeks and before you gather to hold this summit of yours, several matters have become clear to the children of the Islamic Ummah and to the whole world:

• The heroic stances carved by the unarmed children of the Ummah in Palestine and the ultimate sacrifices they made while confronting the Jews and their troops. This was after you had thrown them into that confrontation with the Jews, who are armed to the teeth with the most sophisticated tanks, fighter planes and missiles, in order for the carnage to occur as a prelude to your presumed peace; • Your indifference towards the emotions of the rest of the Ummah’s children who are devastated and hurt by the scenes of carnage, destruction, starvation and humiliation perpetrated by the Jewish army, the lowliest of people on earth that Allah has created, against the children, the youth and the elderly from among their brethren and their children;

• Not only did you fail to mobilise the armed forces that the Ummah placed at your disposal and to which she had pledged her children, and on which you spent tens of billions from the Ummah’s wealth, but you also used these forces as guards and an impregnable obstacle to prevent the children of the Ummah, who are bursting with zeal and manhood, from getting to the Jews to fight them and even from sending any weapons that may help in fighting the Jews and repelling them;

• You were not content with your shameful and degrading stances while the children of the Ummah are slaughtered and humiliated, but one of your foreign ministers went further by declaring that you had no other option but to “beg” America to intervene and put a stop to what is happening in Palestine. He found no better word than “begging” to describe this. One of your parliaments’ speakers even said: “We have capitulated to America because she is the strongest country in the world”.

After all this, you eagerly compete in drafting a host of initiatives in which you proposed peace to the Jews, hoping that they would sit with you at the negotiating table, offering them a complete surrender of the land of Palestine in the name of your peoples and a natural acceptance of their state in the region. You welcomed the Jews with open arms, with no difference in this welcome between he who appointed himself as custodian of the two holy mosques, falsely and arrogantly claiming to speak on behalf of Islam and the Muslims, and those who appointed themselves as revolutionary leaders, falsely claiming to be steadfast and resolute. One of you recently stated “the integration of Israel into the region is a necessity that cannot be ignored.” You did all of this to reassure the Jews so that they may be grateful and accept what you propose to them, in obedience and submission to the will of America.

We perceive what your summit will yield in terms of your adoption of a doomed peace initiative based on the initiative of crown prince Abdullah Aal Saud, which America had dictated to him and set about amassing regional and international support for, in order to crown a host of previous political actions initiated by America since the suspension of the peace process that she herself had started in Madrid. The most prominent of these actions was to cause the ignition of the intifada after Sharon had defiled the sanctity of Al-Aqsa in a provocative move through which America had wanted to remove the obstacle that impeded her vision for peace. The main obstacle was the stubbornness and the intransigence of the Israeli mainstream that refused to make any concessions, in addition to preparing the ground for the masses in Palestine and the rest of the Ummah to accept the capitulation, recognise the Jewish entity and accept normal coexistence with the Jews and their integration into the region.

The Ummah realises that America exploits you, to execute through you her plans exclusively in service of her interests. She has endeavoured to activate the role of the Arab League and to promote it in its quality as a representative and mouthpiece of all the Arab entities. She has placed at the head of the League the former Egyptian foreign minister, Amr Moussa, the experienced and formidable American agent, in order to execute the prearranged role aimed at settling the issue of Palestine. The American ambassador to Cairo, David Welch, had dictated to him on 12th March 2002 “the manner of dealing with the issue and how it should be tabled at the Arab Summit.” The new chairman of the Arab League had previously said that he “would refuse to be at the head of a limping Arab League.” He wants it to be effective and obedient, despite the fact that we outlined to him the role undertaken by the Arab League in settling the Palestinian issue and the extreme gravity of such a move, especially at this moment in time. This had been mentioned by the party in a letter that was delivered by hand to the chairman of the Arab League Amr Moussa.

You are about to facilitate the execution of a conspiracy that is deemed as the ugliest and the highest of treacheries against the Ummah and her Deen, namely the settlement of the Palestinian issue, which includes the blessed Al-Aqsa. America will afterwards reshape the region, getting rid of whoever she wishes from amongst you, because she is not bothered about showing any consideration whatsoever towards you. It is her interest and not yours that determines your fate. You will not be dearer to her than Suharto, Nawaz Sharif, Bhutto and Abdul-Rahman Wahid, amongst others. This is because the market of collaborators has become stagnant since America became the sole power broker in the world, with no rivals to compete with her over your use. So will you continue to be America’s obedient servants, allowing her to execute whatever she wished in terms of humiliation and degradation of this Ummah, subdued and smitten by her might, not realising that you are more ruthless towards your Ummah than she is?

We now remind you and confirm to you that the might and haughtiness of America will not last, “If Khosrau dies there will no other Khosrau after him”. Then if the support of America goes, you will have no support left, now that you have lost the support of the Ummah because you have eagerly oppressed and humiliated her. So will you attempt to redeem some of what you have squandered?

It is also imperative to remind you of a matter of the utmost importance and of extreme gravity as far as you are concerned, namely that the Ummah has started to revert to her Islam and to discern that her salvation and the solution to her issues can only be settled through Islam. It is Islam that unifies her stance and restores her might for, without it, she has no place amongst the other nations. The Ummah also realises that the issue of Palestine can only be settled through Jihad and that you are preventing her from carrying out this task. You have deliberately persisted in transgressing, idolising America and proceeding towards executing her plans against Islam and the Muslims in Palestine and in other than Palestine.

Therefore, what constitutes a serious and inevitable threat to you is that the Ummah has started to perceive that the authority which the Kafir had usurped from her while she was in a state of slumber and handed it over to you is not your authority, but rather it is hers and regaining it is within her capabilities. The Ummah is prepared to sacrifice millions of men to regain what has been usurped from her in terms of lands, starting with the land that Allah has blessed and she will not hesitate to sacrifice hundreds of men to uproot you, now that you are of little importance to her due to your excessive lowliness and degradation, and now that she has rejected you because you live in a different world, where your only concern is to serve your masters and oppress this noble Ummah.

If there was another opportunity that may intercede for you in front of Allah before you are doomed and before you taste the wrath of the Ummah, then it is high time you took this opportunity. This is by rebelling against what America wants from you and by issuing the orders to the armed forces in Egypt, Syria, Jordan and Lebanon to move and destroy the borders. Meanwhile, the remaining Muslim armies in the surrounding lands would provide the cover to achieve this task, especially now that the Jewish army is busy protecting the Jews from the children of the Ummah inside Palestine who will then have support. America would then need a great deal of time to transfer her forces and move them to the region. Besides, the direct confrontation will render as ineffective the aerial strikes that America favours. So will you take this opportunity??

If you remain as you are, then we declare before the masses that you neither represent the Ummah nor her will. Any peace with the Jews, concluded by any of you, will never represent the Muslims and will never be binding upon them, Palestine being a part of the Muslims’ lands awaiting the brave Mujahideen from amongst the sincere children of this Ummah to liberate it once they return to their Ummah her authority by establishing her State, the Khilafah State.
